SCIENTIFIC RESEARCH AND NEW GOALS, toward a new model (Federico Mayor)

En 1974, ma Division (de la Recherche scientifique) entreprit de développer ce thème avec le très compétent chargé du Projet, Augusto Forti.

Lors de la réunion d’information, en 1974, nous avons attiré un excellent groupe international qui devint rapidement très enthousiaste. Je pense que ce fut le premier contact avec l’UNESCO de Federico Mayor (et le reste est de l’Histoire). Il s’intéressait au développement prénatal et aux besoins biochimiques du fœtus. Je fis l’introduction expliquant les différents paradigmes de la recherche – ceux de la recherche par curiosité courante, donnant mon avis sur l’état de la connaissance et la possible approche alternative d’une focalisation particulière sur les possibilités de satisfaire les besoins de l’humanité en nourriture, santé, abri, etc. J’avais contribué à la création d’un programme antérieur (RAHN) à l’American Natural Science Foundation.

Le programme RAHN prospéra, attirant des humanistes qui s’appliquèrent à évaluer les besoins, des scientifiques éminents en science sociale à tendance philosophique, ceux intéressés par le développement, etc. Une réunion tenue en 1979 à Trieste, à l’ICTP, rassembla un groupe important qui tint plusieurs sessions afin d’asseoir solidement le programme RAHN.

Tous ces efforts firent l’objet d’une documentation et les résultats en furent largement diffusés. En outre, d’excellents matériaux scientifiques furent produits. Le programme perdit de vitesse dans les années 1990, lorsque surgit un nouveau paradigme qui satisfaisait les objectif du millenium et plus tard, ceux du développement continu (2030 SDG), un paradigme qui attira la communauté scientifique mondiale. Néanmoins, le monde continue à s’intéresser à l’évaluation des besoins de l’humanité et à la recherche de solutions pour les satisfaire.

Beginning in 1974, my Division (Scientific Research) undertook to develop this theme with Augusto Forti as the very capable Project Officer.

At the initiation meeting in 1974, we attracted a very good international group, who soon became quite enthusiastic. I believe this was Federico Mayor's introduction to UNESCO-(and the rest is History!). He was interested in pre-natal development and the biochemical needs of the fetus.

I gave the group the introduction, explaining the different research paradigms-that of the usual curiosity oriented research , advancing the state-of the art of known science, and the possible alternate approach of specifically focussing on the possibilities for meeting human needs for food, health, shelter, etc. I had helped found an earlier program (RANN) at the US National Science Foundation.
The RAHN program blossomed, attracting humanists who tried to quantify needs; top scientists, with a social science and a philosophical bent, those interested in development, etc.

A meeting held in Trieste, at ICTP in 1979, brought together a large and eager group who met in several sessions to place the RAHN program on a sound footing.

All of these efforts were documented and the proceedings widely circulated, Furthermore, excellent scientific materials were generated: See IMPACT Vol. 29 Issue 3, Courier articles by

Danzin et. al, followed by two books: Research and Human Needs, Augusto Forti, Ed. Pergamon Press, 1981; Research and Social Goals, 1982, Pergamon, Ed. DDG Federico Mayor,1982. (see att.)

The program ran out of momentum in the 1990s as a new paradigm arose, first in meeting millennial goals and, later the 2030 SDG (Sustainable Development) goals which

attracted the world's scientific community. Nevertheless one continues to find a worldwide interest in quantifying human needs and achieving solutions to their satisfaction.
